The Willamette Falls Legacy Project is a collaborative partnership between Oregon City, Clackamas County, Metro and the Governor’s Regional Solutions Team. It seeks to revitalize the site of the former Blue Heron Paper Mill in Oregon City, which went into Chapter 7 bankruptcy several years ago and closed in 2011. To lay the groundwork for this vision, project partners have been investing in various ways in the former mill property since 2011, planning, fundraising, leading a community visioning process and analyzing options for the site.

Falls Legacy LLC, the owner of the 22-acre former mill site, has donated an easement for the riverwalk and is working closely with the public partners to plan for redevelopment.
